Climate change is acknowledged worldwide as the single greatest environmental threat facing the world today. The world's leading climate scientists have concluded that human activities are responsible. Their key conclusion is that:

"Most of the observed warming over the past 50 years is likely to have been due to the increase in greenhouse gas concentrations"- Intergovernmental Panel on Climate Change (IPCC), 1995.

Carbon Dioxide (CO2) is the major contributor to global warming and nearly 30% of CO2 emissions in the UK are generated by the electricity industry. We all use electricity, we are all responsible. Scientists predict that if no action is taken, the world's average surface temperatures will increase from 1.4 - 5.8°C by the year 2100. The potential costs to society are enormous. Globally, temperatures have risen by 0.6°C in the past century.

Targets adopted by the UK Government to address climate change:-

  • 1997 Kyoto Protocol - 5.2% reduction in greenhouse gas emissions below 1990 levels. This legally binding agreement came into force in February 2005.
  • 2001 EU Parliament - Renewable Energy Directive adopts a target for the whole of the European Union to generate 12% of electricity from renewable sources by 2010.
  • Domestic targets - to reduce CO2 emissions by 20% below 1990 levels and to increase electricity generation from renewables to 10% by 2010.
  • 2003 - the 2010 target was augmented by the Energy White Paper which commits the UK to a reduction in carbon dioxide emissions of 60% from current levels by 2050.

Experience in the UK reflects what is happening globally :-

  • October 2001 was the wettest month since records began
  • Sea levels in the south east are rising by 1.5cm per decade
  • The seasons are arriving earlier
  • A series of dry summers, punctuated by flood-damaging storms have led to increased insurance claims
  • August 2003 recorded the highest UK temperature of 37.9°C / 100°F at Heathrow airport

The UK Government is committed to translating national targets to the local level -

  • Lincolnshire has its own target of producing a minimum of 42MW of electricity from onshore wind turbines by 2010 - these 20 turbines alone will meet 38% of this target.
  • Conisholme Fen Wind Park could provide enough electricity to power 13,223

The message is loud and clear, climate change is real and tackling it requires local action.
